The Longitudinal Panel Survey on Rashtriya Swasthya Bima Yojana (RSBY) in Kerala was carried for two consecutive rounds in the year 2013-14 and 2014-15.The study assessed the impact of RSBY programme in Kollam and Kozhikode Districts of Kerala. The study had four components (a) Household Panel Survey (b) Household Cross Sectional Survey (c) Facility Survey (d) Qualitative Survey.
The comparison group for the household survey consisted of households which are enrolled and have utilized services under RSBY and households which are enrolled but have not utilized services under RSBY. The control group consisted of BPL households within the selected village, but not enrolled under the RSBY scheme in the year 2013-14. We sampled 500 households for panel survey and 200 households in each district divided among the two selected blocks, for the corss- sectional survey.
The qualitative research component included In-depth interviews (IDIs) and Focus Group Discussions (FGDs) with community members. Separate group sessions were done for those enrolled and not enrolled in RSBY scheme, Frontline workers, State & District officials and NGO & Media representatives. The main themes of enquiry was to capture the experiences of beneficiaries with respect to availing RSBY services, experience of dealing with empanelled hospitals & their staff, level of understanding about the scheme with respect to increasing RSBY enrolment etc.
The study also included a facility survey of hospitals empanelled under RSBY and non empanelled hospitals in both the districts. The facility survey was conducted in twenty hospitals in two districts.
