This paper aims to assess the equity impact of achieving universal coverage (UC) on the distribution of benefits of public health service utilisation, and health care financing burdens, drawing lessons from Thailand’s experiences.

The paper indicates that the financing of the Thai health care system was equitable before the implementation of the UC policy but became more so after the introduction of UC.
