Integrated Facility Survey and Costing for Universal Health Coverage in Kerala and Tamil Nadu

The main objective of this survey was to synthesize evidence on health benefit package for RMNCH+A and Tuberculosis and to identify list of services to be provided under UHC and cost this health benefit package. The integrated facility survey (IFS) aimed at assessing various health system indicators, processes involved and the outcomes with a special focus on RMNCH+A and TB services in Kerala and Tamil Nadu. Additionally, the study examined the drivers of flexi pool utilization and allocative efficiency to inform policy around decentralized financing. Unlike other similar studies, this study also explores the perspectives of both service providers and service users, on quality of healthcare service delivery at public health facilities. The main components of the study included (a) Facility Surveys at Village, Block, District and State Level (b)Client Exit Interview (C) Prescription Audits (d) Costing Exercise (d) Fund Flow Analysis.

The Integrated Facility Survey in the State of Kerala was done in four districts which included Thiruvananthapuram, Alappuzha, Palakkad and Malappuram. In Tamil Nadu, the survey was done in five districts which included Krishnagiri, Theni, Perambalur, Pudukkottai and Viluppuram.The survey covered all types of hospitals from Health Sub Centers, Primary Health Centers, Community Health Centers, Sub-District Hospitals and District Hospitals. At the state level, survey was done in one medical college, one TB Hospital and one Women and Child Hospital.
